The Indian telecom operator CtrlS may build in Tatarstan

At the business forum "TIME: Russia – India. Mutual Efficiency" the construction of data centers with an artificial intelligence cluster was discussed. The project may be implemented by one of India's largest telecom operators, CtrlS. This was reported by the Deputy Minister of Digital Development of State Administration, Information Technologies and Communications of the Republic of Tatarstan, Bulat Gabdrakhmanov.

"They are ready to build with three components that we are prepared to provide on our side – good electricity costs, specific demand and a plan to scale these capacities across Russia in terms of attracting relevant customers. This is still at the discussion stage," he said.

Currently, cooperation between Tatarstan and India in the technological direction is in its infancy – there are only isolated cases, noted Bulat Gabdrakhmanov. Nevertheless, an agreement aimed at increasing joint projects was concluded at the forum.

"The agreement we are signing between the IT Park and the Chamber for Indo Russo Technology Collaboration. Based on it, a platform will be launched where technology companies from both sides will submit applications. We will regularly – monthly or quarterly – gather to learn about their needs and status to assist in the next stages," Gabdrakhmanov explained.

The Director of the Chamber for Indo Russo Technology Collaboration Subham Sarkar, noted that Russia is strong in the field of cybersecurity and also has certain achievements in microelectronics.

"India has a demographic resource that we can provide, the special skills of our specialists that will allow us to combat the Western monopoly. India and Russia can offer their alternative to the world. Indian and Russian companies know little about each other's markets. It is necessary to create platforms for interaction. One such interaction will be cooperation with the IT park. We have many successful companies ready to provide their services in Russia," said Subham Sarkar.

One of the projects in the field of cybersecurity could be a joint training for Russia and India, where specialists can exchange experience and knowledge. In addition, the country is interested in Russian solutions.

We have started discussing with our local IT companies the possibility of interacting with Russia in this area and bringing their technologies to our market. The next area is the availability of workforce. All engineers and IT specialists want to work at Google, Microsoft. We want to show everyone that these are not the only paths for developing their capabilities. It is also important to create critical infrastructure – information centers. All relationships begin with trust, which Russia and India have. All these opportunities can be realized within the framework of this forum," noted the Secretary General of the Indian Digital Infrastructure Association, Abhishek Bhatt.

The business forum "TIME: Russia – India. Mutual Efficiency" is taking place in Kazan on October 8-9, 2025. It is held with the support of the Government of the Republic of Tatarstan and the Embassy of the Republic of India in Russia.
