On 14-17 October, 2026 (15-16 October are the business programme days), the Kazan Expo International Exhibition Center will host the 2nd Business Forum “TIME: Russia – India. Mutual Efficiency”. The Forum will serve as a key platform for interregional and business cooperation, working to increase trade between the two countries.
The Russia-India partnership is reaching a new level, and the first TIME Forum (October 2025) confirmed the high demand for this practice-oriented site: over 3,500 participants from 35 Russian regions and 22 Indian administrative divisions, including 206 media representatives. During the Forum, 19 strategic agreements were signed, including a memorandum between the Chamber of Commerce and Industry of the Republic of Tatarstan and the Indian Chamber of International Business (ICIB), an agreement to establish town twinning relationship between Agra and Spassky District, memoranda of understanding between Russian and Indian universities, etc.
A key milestone of the Forum was the opening of the Consulate General of India in Kazan. Today, the Republic has a robust legal and administrative framework for implementing agreements between the two countries.
These results formed the basis for the 2nd Forum: now, the focus shifts to scaling up existing initiatives and identifying new growth opportunities.
“The first TIME Forum clearly demonstrated the high demand for a practical platform for dialogue between Russia and India. We noticed tremendous interest from businesses, government agencies, universities, and the expert community of both countries, and this was the main argument in favor of making the Forum an annual event. Our goal is to establish TIME as a key Russian platform for trade and economic, and investment cooperation with India and to systematically work toward achieving the strategic goal outlined by the leaders of our countries – to increase mutual trade turnover to 100 billion USD”, – emphasised Taliya Minullina, Chief Executive of Tatarstan Investment Development Agency.
This year programme is designed to allow each participant to immediately implement the contacts they have gained and apply the solutions. This approach allows both to discuss trends and to move straight to contracts and roadmaps.
This year Forum’s business programme will open with a Plenary Session outlining key areas of partnership. Discussions will focus on practical cooperation mechanisms: export logistics, investment, energy, finance, petrochemical industry, and IT startups. Significant emphasis will be placed on human capital development: academic exchanges, internships, and integration of Ayurveda with Russian medicine.
Forum guests and participants will also have the opportunity to attend industrial tours and see first-hand the Republic’s production, technological, and management capabilities. Industrial tours will cover seven areas, including manufacturing, chemicals, investment, medicine, IT innovation, and education.
A rich cultural programme has also been prepared for the Forum participants. The programme includes an Indian Film Festival, the exhibition “India and Russia: New Approaches to Cooperation”, and a thematic module “The Russia-India Cultural Bridge”, which will explore the diverse ties between the two countries. The cultural programme will conclude with a gala reception hosted by the Government of Tatarstan and an evening tour of Kazan.
