The Republic of Tatarstan has created the best conditions in the Russian Federation in terms of investment climate: land and rental prices are lower than in the capital regions, while significant federal tax benefits are in effect. In addition, the Investment Development Agency operates, which individually supports each investor within the framework of a "roadmap." This was announced in Kazan at the business forum "TIME: Russia – India. Mutual Efficiency" by the head of Tatarstan Investment Development Agency Taliya Minullina.
"This is a part of the key to the success of large investments within Tatarstan. Today, we have a large influx of investors from 79 countries around the world. We are ready to provide comprehensive assistance to investors, to find a partner," said Minullina.
Tatarstan and India could actively cooperate in the field of information technologies. A step in this direction has been made – an agreement has been reached to create a joint digital platform for startups.
"Information technology is one of the basic industries where we could work together," declared the Head of Tatarstan Investment Development Agency, noting that promising areas for cooperation today also include pharmaceuticals, medicine, culture, cinema and many other fields.
There is also a potential for implementing joint projects for processing products in the territory of Tatarstan with subsequent export to India. Minullina noted that Tatarstan ranks first in Russia in milk production, second in potato cultivation and so on.
At the forum in Kazan, the Chamber of Commerce and Industry of the Republic of Tatarstan and the Indian Chamber of International Business (ICIB) signed an agreement today to create two offices for providing consulting services. In Russia, businesses will be advised on the Indian market, and in India - on the Russian market, said the Head of Tatarstan Investment Development Agency.
"We have created the "Russia – India" platform as a business forum. This platform is meant to implement the tasks set by Russian President Vladimir Putin and Indian Prime Minister Narendra Modi - they agreed that by 2030 the trade turnover should reach $100 billion. Regions and provinces should also participate in this. A passive position will not lead to success. We should start an open dialogue, learn and understand each other, and move towards rapprochement," Minullina stated.
According to her, the first business forum "TIME: Russia – India. Mutual Efficiency" received positive feedback from both Russian and Indian participants. Several participants are coming forward with initiatives for the forum in 2026.
